European New Battery Directive: A Concrete Step towards a Sustainable Future

At 18:40 on June 14, 2023, Beijing time, the European Parliament passed the new EU battery regulations with 587 votes in favor, 9 votes against, and 20 abstentions. According to the normal legislative process, the regulation will be published on the European Bulletin and will come into force after 20 days.

The export of China's lithium battery is growing rapidly, and Europe is the main market. Thus, many lithium battery factories have been deployed by China in various regions of Europe.

The main planned measures of the new EU battery regulation include:

- Mandatory carbon footprint declaration and labeling for electric vehicle (EV) batteries, light means of transport batteries (LMT, such as scooters and electric bicycles) and industrial rechargeable batteries with a capacity of greater than 2 kWh;

- Portable batteries designed to be easily removed and replaced by consumers;

- Digital battery passports for LMT batteries, industrial batteries with a capacity of greater than 2kWh and electric vehicle batteries;

- Diligence conducts on all economic operators, except SMEs;

- Stricter waste collection targets: for portable batteries - 45% by 2023, 63% by 2027, 73% by 2030; for LMT batteries - 51% by 2028, 20% by 2031 61%;

- Minimum levels of recycled materials from battery waste: lithium - 50% by 2027, 80% by 2031; cobalt, copper, lead and nickel - 90% by 2027, 95% by 2031;

- Minimum contents for new batteries recovered from manufacturing and consumable waste: Eight years after the regulation goes into effect - 16% Cobalt, 85% Lead, 6% Lithium, 6% Nickel; 13 years after Going into Force: 26% Cobalt, 85% Lead ,12% lithium, 15% nickel.

According to the above contents, the Chinese companies that are at the forefront of the world do not have much difficulties in complying with this regulation.

It is worth mentioning that "portable batteries designed to be easily disassembled and replaced by consumers" possibly means that the former household energy storage battery can be designed to be easily disassembled and replaced. Similarly, mobile phone batteries may also become to be easy to disassembled and changeable.
